Location: Harlow, Essex

Contract: 12 months
Hours: 37.5 hours per week
Working Pattern: Office-based 4 days per week
Pay Rate: £116.96 PAYE

About the Role

We are currently recruiting for a Technical Support Officer to join the Housing Property Service at Harlow Council on an initial 12-month contract.

Working as part of a small and supportive team, you will provide technical and administrative support across the Housing Asset Management function, helping to ensure that housing properties are maintained, monitored and managed effectively.

This is an excellent opportunity for someone with experience within housing, property services, asset management, repairs or local authority environments who is looking to build on their technical and administrative experience.

Key Responsibilities

  • Provide technical and administrative support to the Housing Asset Management team.
  • Deal with enquiries from tenants, leaseholders, internal teams, contractors and other external stakeholders.
  • Support the coordination of stock condition surveys and Energy Performance Surveys.
  • Respond to enquiries by telephone, email and in writing, providing accurate and professional information.
  • Maintain accurate property, asset and housing records and databases.
  • Prepare reports, correspondence and other documentation.
  • Take minutes at meetings and maintain records of actions and decisions.
  • Support Housing Analysts with data and administrative requirements.
  • Assist with user training and facilitate access to relevant databases and systems.
  • Support the department with wider Asset Management and housing compliance responsibilities.
  • Liaise with contractors and other stakeholders where required.
  • Ensure information is recorded accurately and in line with relevant procedures.

About You

The successful candidate will ideally have:

  • Previous experience within housing administration, property services, asset management or housing repairs.
  • Experience providing technical or administrative support within a housing or property environment.
  • Knowledge of housing asset management and property maintenance.
  • An understanding of stock condition surveys, property data or energy performance would be advantageous.
  • An understanding of the relationship between capital and revenue budgets within a repairs and capital investment environment.
  • Knowledge of Health & Safety requirements relating to housing repairs and technical services.
  • Strong written and verbal communication skills.
  • Good numerical and analytical ability.
  • Excellent attention to detail and accurate record-keeping skills.
  • Experience using databases and Microsoft Office systems.
  • The ability to deal confidently and professionally with tenants, leaseholders, contractors and colleagues.
