Tenant and Landlord Engagement Officer
Grade: PO3 / PO4 (subject to Job Evaluation)
Service: Residential Environmental Health

Reports to: Service Manager – Residential Environmental Health

Workstyle: Hybrid – Front-facing role (3–4 days per week in borough)
Role Purpose
The Tenant and Landlord Engagement Officer plays a key role in improving housing standards within the private rented sector by acting as a central point of contact for tenants, landlords, and key stakeholders. The postholder will provide advice, lead engagement activities, support property licensing initiatives, and promote compliance with housing legislation, helping to ensure private renters have access to safe, secure, and well-managed homes.
Key Responsibilities
- Lead the delivery of a landlord and tenant advisory service, providing clear, accurate, and timely guidance on rights, responsibilities, and relevant housing legislation.
- Act as a key liaison between tenants, landlords, managing agents, internal council services, and external partners.
- Organise and deliver landlord forums, drop-in sessions, briefings, and stakeholder meetings relating to private rented housing.
- Design and implement engagement initiatives to improve understanding of landlord obligations, tenant rights, and property licensing requirements.
- Develop and deliver awareness campaigns relating to property licensing, housing standards, and enforcement activity.
- Manage and maintain digital content for private rented housing webpages, ensuring information is accessible, accurate, and up to date.
- Lead consultation and research activities to gather feedback from stakeholders and inform service improvement and policy development.
- Support the delivery and performance monitoring of the council’s property licensing schemes, including statutory consultation and reporting.
- Maintain accurate records of engagement activity, advice provided, referrals, and casework in line with data protection requirements.
- Contribute to the development and review of policies, procedures, and operational guidance affecting the private rented sector.
- Work collaboratively with colleagues across services to support enforcement activity and tenancy sustainment.
- Undertake additional duties consistent with the grade and responsibilities of the role.
Compliance and Governance
- Ensure compliance with relevant legislation, council policies, GDPR, Health and Safety requirements, and codes of conduct.
- Identify risks and issues within the private rented sector and escalate concerns appropriately.
Knowledge, Skills and Experience
Essential
- Degree-level qualification or equivalent professional experience in housing, environmental health, or landlord and tenant engagement.
- Experience providing advice to landlords and tenants on housing rights, responsibilities, and legal requirements.
- Working knowledge of relevant housing legislation, including the Housing Acts, Protection from Eviction Act, and Renters’ Rights legislation.
- Experience planning and delivering stakeholder engagement events, forums, or briefing sessions.
- Strong written and verbal communication skills, with the ability to explain complex information clearly.
- Experience contributing to projects, managing competing priorities, and meeting deadlines.
- Ability to work effectively both independently and as part of a team in a front-facing service.
- Experience maintaining accurate records, casework notes, and performance data.
- Competent IT skills, including Microsoft Office and case management systems.
- Proactive approach to problem-solving and service improvement.
Desirable
- Experience in community engagement, communications, advocacy, or campaign delivery.
- Experience working within a local authority or regulatory housing environment.
Additional Information
- This role requires attendance at external and evening meetings as required.
- A Basic DBS check is required.
