Job Purpose

The Transformation Programme Manager will lead the design, planning, and delivery of complex, cross-council transformation programmes within the London Borough of Tower Hamlets.

The role is responsible for ensuring programmes deliver measurable improvements in service outcomes, efficiency, and financial performance, aligned to the Council’s strategic priorities and Medium-Term Financial Strategy.

You will oversee a portfolio of projects spanning multiple service areas, ensuring strong governance, effective risk management, and successful delivery of agreed benefits.

Key Responsibilities

  • Lead the design, development, and delivery of one or more corporate transformation programmes.
  • Manage a portfolio of interrelated projects covering service redesign, organisational change, and operational improvement.
  • Establish and maintain robust programme governance, ensuring clear accountability and oversight.
  • Monitor programme performance, risks, issues, dependencies, and benefits realisation.
  • Ensure delivery of agreed outcomes on time, within budget, and to required quality standards.
  • Line manage project managers and business analysts, providing leadership, direction, and support.
  • Matrix manage cross-functional teams including service leads, finance colleagues, suppliers, and subject matter experts.
  • Work closely with senior officers and elected Members, providing clear reporting, insight, and recommendations.
  • Ensure alignment of programmes with corporate strategy and financial planning requirements.
  • Manage stakeholder engagement and communication across the organisation and external partners.
  • Support organisational change, promoting best practice in programme and project management.
  • Ensure compliance with council governance, procurement, and financial regulations.

Person Requirements

  • Significant experience delivering complex transformation programmes in large, complex organisations.
  • Strong knowledge of programme and project management methodologies (e.g. MSP, PRINCE2, Agile).
  • Experience managing multiple stakeholders at senior level, including political environments.
  • Strong analytical skills with ability to interpret complex data and make evidence-based recommendations.
  • Proven ability to lead and manage matrix teams and direct reports.
  • Excellent communication and influencing skills.
  • Experience working in or with local government or public sector environments (desirable).
