The Council has committed to creating an environment in which waste is reduced, recycling maximised, and items are reused, repaired or re-manufactured as much as possible. Sutton is one of the top boroughs in London for recycling, and has set out its ambitions to deliver a circular economy and a net zero carbon future where we continue to minimise waste and ensure it is managed in a sustainable way in line with the council’s climate emergency commitments. This approach is set out in the Council’s Environment Strategy and Waste Minimisation Strategy.

The Transformation Programme is sponsored by the Assistant Director of Environment and is a key strategic priority for the Council being led by the Head of Waste, Contracts Transformation with dedicated resources that includes the Mobilisation Support Officer.

Resources have been allocated to the Programme to ensure the contract mobilises and that work is completed to time and runs successfully, providing guidance and support as required. The existing contract is delivered by Veolia ES (UK) Limited and provides over 13.5 million separate waste and recycling collections per year, and cleansing 1600 km of roads in Sutton expires on 31st March 2025. The Support Officer will report to the Project Management Team for the mobilisation period and the first 6 months of the ‘go love’ period through to September 2025.

A new contract will start mobilising from 1 April 2024 and go live on 1 April 2025. During that time the Council is redeveloping the Waste Depot for handover to the contractor in February 2025.

The Support Officer will:

  • Collate, monitor and update project and contract documentation appropriately.
  • Maintain accurate records and enter data correctly
  • Maintain plans and timetables for implementation of the work streams. Support the identification, definition, recording, tracking and reporting of benefits
  • Prepare and publish (with reference to the Project Manager) project documents (briefings, newsletters, highlight reports, risk register, issue logs etc), policies, procedures and guidance as necessary.
  • Research, collate and present straightforward data and information relating to the workstreams.
  • Balance competing demands on own time, through effective prioritisation, organisational skills and the ability to work well in a high pressure environment.
  • Arrange, administer and attend Project Team meetings, and produce and circulate straightforward notes and actions, including ensuring action points are completed.
  • Communicate clearly, professionally, and to a range of colleagues regarding a range of subject matters through face to face discussions, email, meetings, straightforward reports and presentations.
  • provide a direct point of contact with contractors and the existing contractors and council teams to facilitate the smooth mobilisation of services;
  • support with the establish of robust contract management mechanisms and procedures;
  • administer projects, ensure appropriate monitoring and updates and support the delivery of work streams for the Transformation Program including ICT, communications, ICT, customer services, finance, construction and operational;
  • carry out a compliance and assurance role such as audits including site condition and asset surveys, bin surveys, cleanliness inspections;
  • support the wider Council team to deliver key strategic plans include Communications Carbon Reduction and Recycling Improvement Plans.

Contract length – 12 months 

Umbrella hourly pay – £18
