Main Purpose of the Role
The Project Manager will lead and deliver complex transformation projects that help Cheshire East Council improve services, achieve efficiency savings, and implement innovative ways of working. The role is responsible for managing projects from initial concept through to successful delivery, ensuring they are completed on time, within budget, and to the required quality standards while delivering measurable benefits for the Council and its residents.
What a Typical Day Looks Like
A typical day involves planning and coordinating project activities, managing project plans, budgets, risks, and timelines, and working closely with stakeholders across the Council to ensure projects remain on track. You will facilitate meetings and workshops, monitor project progress, resolve issues, prepare reports for senior management and governance boards, and ensure project benefits are realised after implementation. You will also engage with customers, partner organisations, and suppliers while supporting organisational change and continuous service improvement.
Key Skills and Responsibilities
- Lead the planning, delivery, and successful completion of complex transformation and service improvement projects.
- Manage project scope, budgets, resources, quality standards, and delivery timescales.
- Coordinate and motivate multidisciplinary project teams across different Council services.
- Engage with customers, stakeholders, partners, and suppliers throughout the project lifecycle.
- Analyse, review, and improve business processes to identify efficiencies and enhance service delivery.
- Identify, monitor, and measure financial and non-financial project benefits.
- Produce and maintain project documentation, including project plans, risk registers, budgets, progress reports, and benefits realisation plans.
- Manage project risks, issues, dependencies, and change control processes.
- Present project updates and reports to senior management and governance boards.
- Apply recognised project and change management methodologies to support successful project delivery.
- Monitor national and local policy developments that may impact project delivery.
- Build strong working relationships across departments and act as an ambassador for the Transformation service.
- Ensure compliance with data protection, confidentiality, governance, and Council procedures.
Essential Qualifications
- PRINCE2 Practitioner qualification (or equivalent).
- Degree-level qualification in a relevant subject (or equivalent experience).
Essential Experience
- Significant experience managing complex projects from concept through to implementation and business-as-usual.
- Proven experience applying project management and change management methodologies to deliver measurable business benefits.
- Experience leading business redesign or transformation projects.
- Experience preparing project plans, budgets, costings, risk assessments, progress reports, and governance documentation.
- Experience using project management software, including Microsoft Project (or equivalent).
- Experience producing reports and presenting information to senior stakeholders.
- Strong understanding of project governance and change control processes.
