PAYE Pay Rate: £40.84 to £44.15 per hour

About the Role

Cheshire East Council is looking for an experienced Head of Service to lead and oversee Specialist Mental Health and Learning Disability Adult Social Care services.

The role is responsible for ensuring high-quality, safe and effective services for vulnerable adults, while meeting statutory requirements and supporting service improvement.

Key Responsibilities

  • Lead and manage Specialist Mental Health and Learning Disability services.
  • Manage staff, performance, resources and service delivery.
  • Ensure compliance with the Care Act, Mental Health Act, Mental Capacity Act, DOLS and safeguarding requirements.
  • Develop and improve services to meet changing customer needs.
  • Work closely with health services, social care teams and external partners.
  • Lead service planning, performance monitoring and quality assurance.
  • Manage service budgets and ensure value for money.
  • Support major change and transformation programmes.
  • Provide advice and support to elected Members and senior managers.
  • Develop policies, procedures and operational standards.
  • Manage complex, high-risk and sensitive operational issues.
  • Promote partnership working and integrated health and social care services.

Key Requirements

  • Significant senior management experience in Adult Social Care.
  • Extensive experience of Mental Health and Learning Disability services.
  • Strong knowledge of adult social care legislation and safeguarding.
  • Experience managing teams, budgets and service performance.
  • Strong leadership, communication and negotiation skills.
  • Experience working with health partners and other agencies.
  • Ability to manage change, improve services and deliver value for money.
  • Strong report writing and decision-making skills.
  • Relevant degree-level qualification and commitment to professional development.
  • Enhanced DBS
