JOB PURPOSE

Within the framework of agreed multi-agency agreements and Cheshire East policies and procedures to provide a proactive service to high risk victims of domestic abuse by assessment of risk and needs and co-ordinating multi-agency involvement in keeping victims safe and meeting their needs.

PRINCIPAL RESPONSIBILITIES

1 Carry out risk and needs assessments with those experiencing domestic abuse within agreed procedures, to determine specific individual client needs, identify levels of risk and urgency of response in order to construct an individual Care Plan.
2 Implement, co-ordinate and maintain individual Care Plans and act as Care Manager to ensure that services are arranged to meet the identified needs of high risk victims of domestic abuse.
3 Monitor, evaluate and review individual Care Plans, identify and respond to significant changes by modifying the Care Plan to ensure that the identified needs continue to be met in the most cost effective way.
4 Negotiate and liaise with other professionals, statutory and voluntary agencies and relatives about arrangements in order to maintain the best possible safety for clients and by linking into the MARAC and Specialist DV Court.
5 To proactively support victims within 48 hours of post incident referral in close liaison with Public Protection Units (police) and also referrals via Specialist DV Court, and also liaise effectively with other agencies.
6 Maintain client records/systems, both written and electronic to ensure the provision of accurate up to date client related information to the group.

Qualifications

NVQ level 3 or equivalent

  • Job related Knowledge Knowledge of the Council’s structure, and DAFSU policies and procedures
  • In depth knowledge of national and local domestic abuse strategy and policies
  • Awareness of the prevalence, dynamic and impact of domestic abus
  • Working knowledge of the application of relevant legislation, acts, protocols and care standards – including domestic violence crime and victims act, harassment act, child protection etc.
  • Understanding of the principles of risk assessment and safety planning
  • Knowledge of civil and criminal justice remedies relating to domestic abuse
  • Understanding of models of intervention than underpin domestic abuse work
  • Understanding of the impact of domestic abuse on individuals, families, communities and services
  • Understanding of children and vulnerable adult safeguarding issues and legal responsibilities
  • Specialist knowledge of domestic abuse, and national and local evidenced best practice developments
  • Knowledge of other agencies roles and responsibilities in relation to domestic abuse
  • Awareness of national and local domestic abuse strategy and policies

  • Awareness of honour bases violence, forced marriage, female genital mutilation and child sexual exploitation, and their links to domestic abuse
  • Skills and Aptitudes Able to effectively complete risk and needs assessments, and devise care plans for, and complete safety planning with, clients
  • Strong crisis management skills
  • Able to maintain professional boundaries
  • Willingness and ability to work in partnership with statutory and voluntary partners
  • Able to effectively apply concepts and theories (e.g. empowerment of clients, anti-discriminatory practice etc.)
  • Able to effectively identify and manage risks
  • Developed written communication skills – able to convey complex information to a range of audiences, including non-specialists (e.g. in reports, letters, case notes (e.g. for MARAC) etc.)
  • ICT skills – including proficient use of Word, Excel and databases (e.g. to store relevant information in line with Services’ procedures and data protection act etc.)
  • Able to assess levels of risk and required urgency of responses to ensure own and clients safety
