Role Purpose

The Head of Housing provides strategic leadership for housing services across the borough, ensuring the council delivers its housing priorities and statutory responsibilities. The role leads the development and implementation of housing strategies to support housing supply, reduce homelessness, and improve housing standards. It also manages key partnerships and ensures housing policy aligns with wider council objectives including economic growth and community wellbeing.

Key Responsibilities

  • Lead the development and delivery of the council’s housing strategy, including housing supply, homelessness prevention, and housing quality.
  • Oversee the Housing Strategy and Development, Housing Options, and Housing Standards and Adaptations teams.
  • Shape the local housing market by working with developers, housing providers, and partners to deliver the right mix of homes across the borough.
  • Lead the council’s approach to becoming a landlord, including identifying and acquiring housing assets and overseeing rental housing delivery.
  • Develop and implement strategies to reduce homelessness and ensure appropriate provision of temporary accommodation.
  • Act as the council’s lead specialist on housing matters, embedding housing priorities into wider strategies such as planning and infrastructure.
  • Build and maintain effective partnerships with key stakeholders, including housing providers and government agencies such as Homes England.
  • Ensure housing services meet statutory duties, deliver high-quality services, and operate within budget.
  • Provide data, research, and market intelligence to inform housing policy and strategic planning.

Key Requirements

  • Significant experience in strategic housing, housing policy, or housing development.
  • Strong knowledge of housing legislation, national policy, and local government housing responsibilities.
  • Experience leading teams and delivering large-scale housing programmes or services.
  • Ability to build effective partnerships across the public, private, and voluntary sectors.
  • Degree-level qualification or equivalent experience, with a commitment to continuous professional development.
