Overall Purpose of the Role

The Stock Condition Assessor will support the Asset Management Team in delivering effective management of South Tyneside Council’s social housing stock. The role is responsible for carrying out property inspections and collecting accurate housing condition data to inform maintenance programmes, investment planning, and compliance with statutory housing standards.

This includes assessing properties against the Decent Homes Standard, Housing Health and Safety Rating System (HHSRS), and Energy Performance Certificate (EPC) requirements.

Key Responsibilities

Stock Condition & Property Inspections

  • Undertake stock condition surveys across council housing stock.
  • Assess properties against the Decent Homes Standard and identify repair and investment needs.
  • Carry out HHSRS inspections and produce accurate reports and supporting evidence.
  • Undertake EPC assessments and ensure energy performance data is accurate and up to date.

Data Management & Reporting

  • Record, validate, and maintain accurate stock condition data using asset management systems.
  • Undertake data validation to ensure reliability of housing stock information.
  • Identify trends, anomalies, and risks within housing condition data to support investment planning.

Repairs & Maintenance Support

  • Identify required repairs and maintenance during inspections and ensure appropriate action is taken.
  • Assist in developing work specifications, estimates, and repair packages.
  • Support monitoring of repair delivery and highlight outstanding issues.

Asset Management & Planning

  • Contribute to the development and delivery of planned maintenance and investment programmes.
  • Support the Asset Manager in prioritising works based on condition data and risk.
  • Assist with development and improvement of asset management systems and processes.

Stakeholder Engagement

  • Communicate effectively with tenants, leaseholders, contractors, and internal teams.
  • Work collaboratively across council services and external partners.
  • Maintain positive customer relationships and ensure a professional approach at all times.

Compliance & Health & Safety

  • Ensure compliance with all relevant housing legislation, including HHSRS and building safety regulations.
  • Follow all Health and Safety policies and procedures, including CDM regulations where applicable.
  • Promote safe working practices during all property visits.

General Duties

  • Contribute to service improvement and continuous development.
  • Participate in training and Continuing Professional Development (CPD).
  • Support team objectives and wider council corporate priorities.
  • Undertake other duties appropriate to the grade of the post.

Person Specification Summary

Essential

  • Experience in housing stock condition surveying or property inspection work.
  • Knowledge of Decent Homes Standard and HHSRS.
  • Understanding of housing repairs, maintenance, and construction basics.
  • Ability to collect, interpret, and manage asset data.
  • Experience using IT systems for recording property data.
  • Good communication skills with tenants and stakeholders.
  • Full UK driving licence.

Desirable

  • HNC or equivalent qualification in building/construction discipline.
  • HHSRS qualification.
  • Domestic Energy Assessor qualification (Level 3).
  • Experience within social housing or local authority environment.
  • Experience producing EPCs or managing asset databases.
